A house builder has been fined after a subcontractor suffered serious facial injuries when struck by a falling beam.
Llandudno Magistrates’ Court heard how the self-employed, joinery subcontractor was injured on 25 November 2015 when he was struck on the head by a steel beam that fell during construction of a timber frame home at a site on Tremeirchion Road, Bodfari, resulting in serious facial injuries.
An investigation by the Health and Safety Executive (HSE) found the principal contractor Williams Homes did not closely supervise the work to ensure it was properly planned, managed and monitored.
Williams Homes (Bala) Limited of Eagle House, Severn Street, Welshpool pleaded guilty to breaching Regulation 15 (2) of the Construction (Design and Management) Regulations 2015. The company has been fined £60,000 and ordered to pay costs of £7,233.66
HSE principal inspector Paul Harvey said: “Those in control of work have a responsibility to devise safe methods of working and to provide the necessary information, instruction and training to their workers in the safe system of working. If a suitable safe system of work had been in place prior to the incident, the serious injuries sustained by the sub-contractor could have been prevented.”

It is a pity some contractors never pay much attention to workers health and safety on construction site. Construction occupation is one of the most dangerous job ever exists. Though fines with monetary values after violations, this is a slap on the wrist for any construction company to violates “Construction Health and Safety Programs,” most of these construction company who willfully violated the regulations should be made to go on mandatory 9months induction courses on site safety prior to conducting business again.
At graduations, they should be made to establish procedures to identify existing and potential workplace hazards and assess the risk of associated workers injury and illness. In addition, the HSE should oversee these programs base on record observations, testing and monitoring results. This intensive training, fostering less serious incident/accidents rates or elimination of potential serious injuries to workers, at the end of the day, the goals are simple: safety and security for workers.
The implementation of this notion can be generated by the institutional body of CIOB so as to pronounce the entity image and protect the workers H&S because it is better a thousand times careful than once dead.
